One of the most important aspects of a GPT site is your design. Without a good one, members will be leery to sign up for your site. Note how the first one almost makes you cringe. The site and ad colors do not match, and are not even complementary. The second site however, has the same layout, but has complimentary colors that suit each other and do not appear glaring to the eye. The font chosen for the header is also more professional, and has a bit of a style added to make it stand out.

Not only will a great design garner you more members, but its important to your affiliates as well. They want you to present a professional front when presenting their advertisments and offers.

As for who to get designs from, well, you have TONS of options. CreateAGPT's personal favorite is Seraph-Chan Designs. Seraph is well known among the GPT community for her designs. Prices vary, but the base price for a custom template is $120. Pre-designed packages are also available on her site for low prices, and are very affordable for the new site owner.
